Default question about msgpos

from the JS manual, it says that msgpos, is the place ahead of the midi message within the block.

is this value come in samples ?

so for example if I get a msgpos value of 10, does it mean the message will
be in sync with sample position 10 within that block ?

if not, what that this value represent ?
and also how to convert it to sample position ?

found it.
it's sample accurate,
but I still have problem with a MIDI timing plugin,
for now, i think it's just me not REAPER.

this is a screen shot I made to test the msgpos,
on top are midi notes i generated,
on buttom I raised a sample when ever the sample offset meet
the same value as msgpos.

that's what I got.

total accurate.
